Background
  • Only a couple of months back, India was facing draught situation. More than 282 districts were affected by the draught.
  • But now, many states like Bihar, western UP, WB, Assam, MP and Odisha are facing flood situation because of rains and also water coming from Nepal and Brahmaputra.
  • Continuing floods: The flood situation is grim and will continue as the monsoon is expected to last for a month atleast. In this situation it is important to know what kind of gravity it might turn into. Here the preparedness of the forces and people is required.
  • Based on official data reports, during 1978-2006, there were 2,443 flood events that led to the death of nearly 45,000 people and caused economic losses of $16 billion.
Steps taken to provide immediate relief
Preparation by flood prone states
  • Most of the states are flood prone states.
  • They are aware of the situation that takes place every year and know how to act in such situations.
  • The flood affected state governments have prepared themselves for situation. They have shown exemplary improvement in terms of disaster management.
Coordination
  • National Disaster Response Force is deployed pro-actively where the floods are anticipated. The national force and state forces have enough experience in handling such kind of disasters.
  • The national, state and local government machinery is coordinating with each other to tackle the flood situation.
  • People have been taken to safer places, relief camps have been started in few places, necessary troops and relief personnel have been deployed etc.
  • This is a good example of synchronisation between national, state and local government along with engagement of the local people in terms of addressing the current need of relief management.
Decentralised financing
  • The national government has decentralised the financial operation of the relief.
  • 70-75% of the disbursement takes place at the state level.
Long term steps
  • India needs to take information at a regular basis from the neighbouring countries- China for Brahmaputra and Nepal for Kosi. They are also flood affected countries and flood at upper catchment is gliding down to lower catchment, i.e. India.
  • GoI has signed an agreement with these countries. India needs to relook such agreements so that flood situations can be avoided.
  • Necessary to revisit the disaster management approach to make drought and flood management more holistic in nature. The districts or states have surplus water but do not have the capacity to absorb and store the water. Sometimes, even the same state, district and talukas are simultaneously affected by flood and drought.
  • Watershed management, rejuvenating the pond etc. are development initiatives which have to be rigorously implemented.
  • Forming a de-siltation plan: The river is one of the important ingredients when it comes to drainage. The de-siltation plan is very expensive but it is needed.
  • Idea is that a holistic plan should engage all the development partners. It should try to address all the issues and modify it as per local needs.
Following the scientific approach
  • Managing floods requires a sound understanding of the patterns that rivers such as the Ganga and its tributaries display during the monsoon.
  • Governmental understanding of the problem generally relies more on ground-level surveys and anecdotal reporting than advanced techniques such as mapping based on satellite imagery and Geographic Information Systems.
  • There should be a silt management policy.
Challenges
  • At times there are heavy flood and cloudburst situation. The erratic nature of monsoon is also noted now. So, the governments have to adjust accordingly. They have to remould according to the unpredictable nature and the disaster management capacities developed till now.
  • It was predicted that monsoon will be above average. Thus, states were aware of what was coming. The central government had given a road map to the states that the wells ponds and lakes would be revived and building of embankments and other agricultural techniques through which monsoons can be retained but it appears that such measures were not taken in short time.
  • Capacity-building to handle catastrophic weather events is poor, and serious attention is not given to setting up relief camps, creating crisis-proof health infrastructure and stockpiling dry rations and medicines. This results in cascading effect of infections. These challenges require to be met in emergency mode.
Save the river to prevent flood and draught
  • The carrying capacity of the rivers is decreasing due to siltation, garbage dumping, and sand mining in the rivers. The flood plains are also getting encroached. Thus, the rivers are not able to absorb the additional rains.
  • In Bihar’s case, the shifting patterns and breaches of the Kosi have added to the complexity of the problem. The Kosi itself poses a danger to vast parts of the State as its embankments are no match for the fury of floodwaters.
  • CM of Bihar has demanded that the Farakka Barrage itself be removed to allow the Ganga to flow freely. It comes in the wake of steady silting of the river and its tributaries, raising the risk of annual flooding.
    • The Bihar CM held Farakka dam responsible for slow discharge of water from Ganga which has become shallow due to heavy siltation. This causes flood water to spread to other areas.
Interlinking of rivers
  • One revisited issue during floods and drought is topic of interlinking of rivers. It has been discussed for last 5 decades. Many committees have given reports. Probably people think it is impractical and not feasible and involves huge financial costs which they cannot afford.
  • But the annual plans say that interlinking of river should be seriously considered. In MP, Ken and Betwa rivers have started the process. Gujarat, Rajasthan and MP for the purpose of drinking water have adopted this solution.
  • Interlinking is one of the alternatives and has been deliberated by many scientists. It was found very useful. Social scientist also approved of it.
  • Many studies say it is a merit to do it. Flood management can’t be done by flood management department alone, whether flood is on its own course, or have human dimension to it. That is to be seen. If human dimension is there, like climate change, the river pattern also changes. So, capacity of governance, people, machinery, all these have to be seen with capacity of rivers and its drainage system and then enhance capacity.
Urban Management crisis
Disturbing trend
  • Big cities like Guwahati, Srinagar and now Bhopal are getting flooded.
  • Thus, drainage capacity of big towns seem to have exhausted their capacities.
  • With population going up and encroaching upon drainage areas and river floodplain areas, somehow water is not getting released out of town.
  • This is slowly becoming an urban management crisis.
Solution of the issue
  • Four towns in Gujarat- Anjar, Bhuj, Bhachau and Rapar- were totally devastated in 2001 earthquake. When the recovery took place, the cities were recreated by taking proper care of land use planning.
  • In the same way, it can be replicated in city planning. The existing cities can’t do much except improvising the drainage system. But where new cities are being planned, there is bound to be growth in population, infrastructure pressure and thus there is a need of proper city planning else it will decapitate the city,
  • Hence, there are two options: Either de-congest the city or expand city capacity.
We have to see the role of and engagement of scientific institutions and research initiation in the country. These educational institutions have to play a larger role in risk reduction techniques. The world as a unity is now dealing with disasters. Everyone is getting affected by one disaster or another. Thus, the common risk, common vulnerability and common resources is expecting common minds to work together on disaster management.

River Systems and Associated Flood Problems

Swachh Sarvekshan 2017

Sanitation has become a very important issue. The government launched Swachh Sarvekshan in August 2017 which targets surveying 500 Indian cities on basis of sanitation. It is an attempt by the central government to assess the progress through such surveys and also incentivise the actors by giving awards to the cities which are performing better. There are welfare associations, corporate sector and also the workers at the grassroots level who have to create mobilisation and change in mindset of the people. Earlier, the survey was restricted to only 73 cities, now the canvass has been increased and grounds are being prepared for creating a competitive spirit.
Participation and Ownership is key
In India, there is no city identity. There is no association with a city like it is with language, religion, caste etc. If such kind of awareness building takes place, it is possible that Swachh Bharat Abhiyan is made successful. One of the major deficiencies in the programme was that that the governmental programmes and administrative machinery can only go to a certain extent. Hence, there has to be community involvement and commitment from people at the grassroots level. The government has now realised that unless it engages the people into the programme, the success would be limited.
PM said that safe drinking water is equally important as a preventive health measure. The PM has talked about participatory governance where the people have to participate in the programme, rear maximum benefits and make it successful. The people and the opposition parties as well have the responsibility of creating right kind of environment which persuades the government to fulfil its commitment.
Numbers are not sufficient
As per Union Minister of Urban Development, Housing and Urban Poverty, 21 lakh toilets have been built in 2015-16 and target is to build 21 lakh more toilets in 2016-17. By 2019, over 1 crore toilets have to be built.
However, success of mission is not dependent only on technology and the physical capacity to produce these assets. It depends on the utilisation and maintenance. The social aspect and behavioural aspect are extremely important along with constructing desired number of units. In the context of Swachh Bharat Abhiyan, there are different components and the government is also setting up a technological establishment to ensure that there is no hurdle technologically. In these components, social engineering is extremely important. It will the communities’ duty to maintain the toilets.
The Sarvekshan is not only about ranking the cities and identifying the best performing actors and agencies. It is going to be used for monitoring, validation of the government results through the communities’ feedback and resource allocation for next round. The data garnered from communities should be verified with government targets and claims which would make it possible to asses if the programme is moving forward in right direction. If the community says there are toilets but no water, the government can be confronted on that basis with its statistics and take corrective measures immediately.

 Saraswati river
The Haryana government approved Rs. 20 lakh to set up a centre for research on Saraswati river in Kurukshetra University.

The Saraswathi river is mentioned in the Rigvedas, and has become defunct for centuries and search efforts have been on to locate its lost course. Khattar said that extensive research on both scientific and cultural aspects of this river should be conducted at the centre.

It was also decided in the meeting that Sewerage Treatment Plants (STPs) would be set up at Saraswati Nagar and Bilaspur in district Yamunanagar “to check pollution in river Saraswati.”

Maasai youth have swapped their ancestral role to protect the big cats under a conservation scheme.
In the Maasai heartland of southern Kenya, some young men have swapped their ancestral role as lion-hunters to instead protect the big cats under a conservation scheme that also aims to help their community.

The organisation behind the scheme Lengete works with, “Lion Guardians,” has set up camp in Selenkay Reserve, not far from Mount Kilimanjaro, Africa’s highest mountain in neighbouring Tanzania, which is hidden by clouds on this warm September day.

T.N. tops list of endemic flowering plants

Among the most widely exploited endemic plants in country is Pterocarpus santalinus, commonly known as red sandal wood, which is found only in the southern parts of the Eastern Ghats. This plant is classified as critically endangered under International Union for Conservation of Nature ( IUCN) category because of its dwindling habitat due to economic over exploitation. Some of the wild orchids, which are also endemic, are also exploited heavily.
Almost one of every four species of flowering plants found in India is endemic to the country, a recent publication by the Botanical Survey of India (BSI) has revealed. Of these, Tamil Nadu accounts for the highest number of species with 410, followed by Kerala with 357 and Maharashtra with 278.
Of the 18,259 flowering plants reported in the country, 4,303 (over 23 per cent) are found only in India, as per scientific data in a recently released book, Endemic Vascular Plants of India.
When it comes to the geographical distribution of endemic plants, the Western Ghats tops the list with about 2,116 species, followed by the Eastern Himalayas with 466 species.
According to scientists, these two regions are among the biodiversity hot spots of the country.

Indian painted frog found in new area of Adilabad forests

It is not just the endangered Indian vulture Gyps indicus that lives in Bejjur forest in Adilabad, Telangana. The 253 sq. km. thickly forested area on the banks of Pranahita river in the eastern part of this district is a biodiversity haven, as the presence of a rare frog in the area shows.
The frog is found in tree holes, burrows, pollution-free wetland, and riverine areas, records of its distribution say. “The discovery clearly indicates that the area supports various endemic and threatened species, and calls for improved conservation efforts,”.
This particular animal is listed among species of ‘least concern’ by IUCN, also known as the International Union for Conservation of Nature. The UK-based International Reptile Conservation Foundation will publish it in the ‘Journal of IRCF Reptiles and Amphibians: Conservation and Natural History’.
Bejjur reserve forest on the Pranahita basin, which also boasts of the Peddavagu stream cutting across, is home to a host of species of flora and fauna. The over 50 types of trees include the tall Narepa Chettu, Hardwickia binata, the insectivorous Drosera burmannii, and the flagship teak, Tectona grandis.
The presence of rare striped hyena, leopard, almost all the ungulates except the gaur, and even the tiger have been reported from here. There are around16 species of birds of prey in addition to over 50 other avian species and about 15 reptiles and 10 species of amphibians.

Quarrying destroys Laggar Falcon habitat in Madurai

Laggar Falcons are an indigenous raptor species with white and grey plumage, which can hunt and fly at speeds of up to 180 kmph.
Arittapatti, situated between Alagarmalai and Perumal Malai reserve forests, is a historic site with 2,000-year-old Jain rock beds and inscriptions. Madurai was once a paradise for 17 species of raptors, which could feed on the then plentifully available reptiles.
“Birds are the greatest indicators of climate change, and of loss of habitat and biodiversity. Due to sand quarrying, Madurai lost its Vaigai-based biodiversity, including hundreds of Brahminy Kites, Black Kites and native fishes,”.
“Stone quarrying in Keezhavazhavu and Melavazhavu destroyed the habitat and nesting spots of raptors and other birds, including eagles, falcons and owls. Felling of palm trees, which is a nesting spot of many raptor species, is also one of the reasons for the disappearance of the birds,”

SCATSAT-1 / PSLV-35

SCATSAT-1

SCATSAT-1 is a continuity mission for Oceansat-2 Scatterometer to provide wind vector data products for weather forecasting, cyclone detection and tracking services to the users. The satellite carries Ku-band Scatterometer similar tothe one flown onboard Oceansat-2. The spacecraft is built around standard IMS-2 Bus and the mass of the spacecraft is 377 kg. The spacecraft will be put in SSP orbit of 720 km altitude with an inclination of 98.1 deg by PSLV-C35. The mission life of the satellite is 5 years.

The SCATSAT-1 was launched by PSLV-C35 on Monday morning at 9:12 hrs (IST) on September 26, 2016 from the First Launch Pad of SDSC SHAR, Sriharikota.

PSLV-35

India’s Polar Satellite Launch Vehicle, in its thirty-seventh flight (PSLV-C35), will launch the  SCATSAT1 for ocean and weather related studies and seven co-passenger satellites into polar Sun Synchronous Orbit (SSO). Co-passenger satellites are from Algeria, Canada and USA as well as two satellites from Indian Universities/ Academic Institute.

SCATSAT1 will be placed into a 730 km Polar SSO whereas; the two Universities/ Academic \ Institute Satellites and the five foreign satellites will be placed into a 689 km polar orbit. This is the first mission of PSLV in which it will be launching its payloads into two different orbits.

PSLV- C35 will be launched from the First Launch Pad (FLP) of Satish Dhawan Space Centre (SDSC) SHAR, Sriharikota. It will be the fifteenth flight of PSLV in ‘XL’ configuration (with the use of solid s trap on motors).
